This CPD programme provides participants with a structured understanding of land acquisition law and valuation principles in Malaysia under the Land Acquisition Act 1960, presented from a practitioner’s perspective. It focuses on the legal framework governing compulsory acquisition and the practical application of valuation in determining compensation. The course covers key statutory procedures from initiation to gazettement, investigation, and compensation assessment, alongside the interpretation of market value under the First Schedule of the Act. Emphasis is placed on how valuation principles are applied in real land acquisition cases, including the factors that influence or limit compensation awards. Drawing on the extensive experience of a senior industry practitioner, this programme bridges legal requirements with valuation practice, enabling participants to better understand how compensation decisions are derived in real-world land acquisition scenarios.

Sr Haji Nordin Bin Daharom is a highly respected veteran in Malaysia’s valuation and property services industry, with more than 37 years of public service experience through the Valuation and Property Services Department, JPPH.
He previously served as the 13th Director-General of Valuation and Property Services, JPPH, under the Ministry of Finance Malaysia, before retiring in December 2018. During his tenure, he also served as President / Yang Dipertua of the Board of Valuers, Appraisers, Estate Agents and Property Managers Malaysia, contributing to the development and regulation of Malaysia’s valuation, estate agency, and property management professions.
His academic and professional credentials include a Master of Land Economy from the University of Aberdeen, Scotland, a Bachelor of Surveying in Property Management from Universiti Teknologi Malaysia, and a Diploma in Valuation from UTM. He has also been listed as an External Assessor for Universiti Malaya and is listed in the UTM directory as an Adjunct Professor at the Faculty of Built Environment and Surveying.
Sr Haji Nordin’s experience includes involvement in national and international valuation-related platforms, including the presentation of “Land Acquisition Malaysian Experience” at the National Congress of Government Valuer in Jakarta. With his deep institutional knowledge and practical exposure to Malaysia’s land, valuation, and property ecosystem, this CPD session offers participants a valuable opportunity to learn from a respected senior figure in the profession.
